Although the discourse of justice, as one of the main goals of the Islamic Revolution, has always received the attention of the country's policymakers over the past four decades, fundamental gaps in the implementation of justice policies in various dimensions led the Supreme Leader of the Islamic Revolution, on the threshold of entering the fifth decade of the Islamic Revolution, to introduce justice in the Second Step statement as one of the seven essential components of the country requiring serious attention. In this statement, he considers justice and the fight against corruption as two sides of the same coin, indispensable to each other, and regards the implementation of justice as a duty upon all rulers of the country. In this regard, considering the necessity of implementing justice policies in the Islamic Republic, the present article briefly reviews the concept of justice, examines the course of justice policies in upstream documents and development plans, then extracts the obstacles to implementing justice policies in the Sixth Development Plan, and investigates the requirements for realizing justice within the context of the Second Step statement.
