The first mission step of the Basij in the resistance base is absorbing the masses of people with a tens-of-millions army; therefore, if the resistance bases, as the operational fingers of the IRGC, can act in the arena of program execution, it is hoped that the level of people's participation in various political, economic, military, cultural, and social arenas will increase. In this regard, this research was conducted in a field-based manner and through interviews with district and sector officials, evaluating the problems of the absence of Basijis in calls, and lighting the way forward with necessary solutions provided.
