Today, as the world becomes smaller and more complex due to the ever-increasing growth of mass communication devices such as the internet and satellites, past equations in regulating relations between countries have been largely disrupted and replaced by new equations; to the extent that instead of the direct use of force, powers have turned to using cyber warfare and creating changes through peaceful means and modern methods of intervention in the internal affairs of countries. Directing military operations based on the laws governing information is called cyber warfare. The objective of this type of warfare is the destruction of information and communication systems. The effort of this war is directed toward identifying issues that the enemy heavily protects; this war is a movement toward altering the "balance of information and knowledge" in favor of one party, especially if the balance of forces is not established. In fact, with the help of knowledge, less capital and labor will be expended. This warfare utilizes various technologies. Prominent examples of such technologies include command and control to achieve intelligence, distribution and processing to achieve tactical communications, position fixing, and recognizing the identity of friend and foe in the context of intelligent combat system exchanges. Furthermore, these technologies can cause deception, trickery, and disruption in the enemy's communication and information equipment, and find a way to infiltrate them. Cyber warfare also entails extensive requirements for military doctrines and organizations. Moving toward a network structure somewhat requires decentralized command and control, but this is not the whole story; new technology, by providing a better top-down view, improves the management of complexities.
