A desirable future characterized by dignity, pride, and comprehensive progress is regarded as one of the fundamental aspirations of every nation. In a world that is continuously undergoing rapid changes and transformations, one of the most important concerns of policymakers and senior decision-makers in countries is making decisions concerning defense and security issues. In this context, strategic formulation and planning play a fundamental role in enabling societies to achieve their desired objectives. When this process is properly formulated, it leads to the selection of strategies whose timely and effective implementation can pave the way for a country’s advancement and strategic leadership.
Ensuring security, safeguarding national interests, and providing comprehensive defense cannot be achieved merely by strengthening the components of national power, particularly military power. Rather, the realization of these critical objectives depends on accurate and intelligent strategic formulation, planning, and budgeting based on a thorough understanding of the national and international environment. The present study seeks to identify the stages of the military formulation, planning, and budgeting process through the use of documentary sources and to explain the dimensions through which military power and national security are influenced within this framework.
