The prohibition of resorting to force and the threat of using force, alongside the necessity of employing peaceful methods to resolve international disputes, are two extremely important and essential principles for achieving those goals. One of the very important operational tools in the foreign policy strategy of the United States government is state terrorism. The United States has thus far portrayed itself to the global public opinion as the epicenter of freedom, democracy, and human rights, and has aligned many countries at the international level with its freedom-seeking goals. However, in many instances, by ignoring international law and the sovereignty of other states, it has arbitrarily resorted to state terrorism under false pretexts, of which a prime example is the assassination of martyred General Soleimani on Iraqi soil. Therefore, the research question is: What are the causes for the leaders of America resorting to state terrorism in assassinating a high-ranking military official of Iran (General Soleimani)? The results of the present research show that the assassination of one of a country's highest military officials by another country, directly by the order of the president on the territory of a third country and despite the official invitation of that government, is a unique situation of which similar examples can rarely be stated. By employing force and instrumentally using the war on terror with advanced military technology, especially drones, America has assassinated its opponents in various parts of the world, including Iraq, Afghanistan, Pakistan, Yemen, etc., and contrary to its stated goals, has utilized inhumane behaviors. This research has been prepared using a descriptive and analytical method and utilizing documentary and internet sources.
