The Second Step statement of the Islamic Revolution, based on Quranic foundations and scientific principles, has been issued by the Supreme Leader of the Islamic Revolution as a roadmap for the country's progress in domestic and international arenas. An initial reading of the statement indicates firmness in the text, completely logical components, and precise design of the statement's sections in the theoretical and practical fields. The purpose of writing this article is the cognitive and epistemological understanding of the Second Step statement and the extraction of the governance and policymaking model of the Islamic Revolution. Therefore, the main question arises here: With what principles, foundations, and visionary, behavioral, and management style has the Islamic system moved over the past forty years to reach this level of society-building and civilization-building capacity? One of the main characteristics of the Islamic Revolution is its very high level of compliance in the behavioral and functional spheres with the initial foundations and principles of the system throughout its life, a compliance that does not exist even in major systems such as liberalism and Marxism. Therefore, the behavioral style issued by the Islamic system in the first step reinforces the hypothesis that extracting the components of the system's behavioral style and actualizing them will have a significant impact on enhancing professional behavior and increasing the civilization-building power of the Islamic Revolution worldwide. Based on the findings of the article, what has played an important role in the progress and persistence of the Islamic Revolution is the degree of compliance of the system and its actors with the intellectual foundations, initial ideals of the revolution, and their implementation in the arena of action and management. A descriptive-analytical method has been used in this article.
