Various interpretations of the Second Step statement have been made, but a serious flaw in explaining and interpreting such texts is the reduction of the text to theoretical issues. Based on a method inspired by Imam Khomeini, this article attempts to explain this statement and seeks its operational explanation. This paper answers the important question of how this strategic statement becomes realized and operational. The second step of the revolution is realized through a correct understanding of the people's problems and solving these problems based on public capacities, as the Supreme Leader states: Today is the second step of the revolution: recognizing capacities and advantages and utilizing them, and recognizing corruptions, breaches, shortcomings, and problems, and standing firm to solve them. Therefore, the evaluation index of organizations and institutions in moving toward the realization of the second step is not merely the explanation and interpretation of this statement, but rather the evaluation index is the degree of success of these organizations and individuals in solving people's problems and generating aid. Accordingly, a model for solving problems must be presented to various frontline and staff organizations, and the expectation from them should be solving problems and moving forward in their geographical or specialized sphere, based on the public capacities of the country and not solely on credits.
