Islamic societies will move towards civilization-building when they take steps in the path of civilization-building with rationality, science, efficient management, and attention to the values and monotheistic principles of the Quran and the tradition of the Prophet (PBUH) and the Infallible Imams (AS). The interaction of civilizations and the clash of civilizations is a phenomenon that has been evident in various historical periods and exists in the present time as well, and any civilization that possesses higher intellectual, scientific, ethical, and spiritual robustness will enjoy greater power, influence, and durability. The authors seek to answer the question: what are the cultural components and indicators forming the new civilization from the perspective of Ayatollah Khamenei, given the Second Step Statement of the Islamic Revolution, and what impact do they have on the process of shaping the new Islamic civilization? The research hypothesis is that culture and its components are the foundational factor in the formation of the new Islamic civilization. In the present research, the authors aim to examine the cultural components and indicators forming the new Islamic civilization, relying on the statements of Ayatollah Khamenei (may God prolong his life), with attention to the Second Step Statement of the Islamic Revolution, using a descriptive-analytical method and documentary studies. The findings indicate that components such as rationality, religion, ethics, science, and their surrounding indicators play a fundamental role in the process of forming the new Islamic civilization. The method of data collection is based on a library and electronic approach.
