Technology transfer from university to industry is one of the most effective methods for technology transfer and development, and it seems that the Armed Forces of the Islamic Republic of Iran, despite achieving high levels of self-sufficiency and attaining technological innovations in the defense sector through reverse engineering and establishing specific military universities and faculties, have not yet been able to properly model and indigenize these processes. By identifying the success or failure factors of technology transfer projects carried out from university to industries and institutions affiliated with the armed forces or the Ministry of Defense, an indigenous model can be provided to strengthen and develop these collaborations. Therefore, in the present article, by studying the relevant literature and library studies and using a system dynamics modeling approach, examining processes and drawing their diagrams, the variables affecting the mechanism of technology transfer from university to industry and vice versa have been identified, and finally, a conceptual model showing the factors and processes existing in this field has been designed and presented. The results show that the existence of an independent center for monitoring, identifying, tracking, absorbing, and supporting the transfer and development of technology and creating innovation in defense industries with the mission of strengthening the connection between the defense industry and universities and other affiliated and non-affiliated industries facilitates the flow of knowledge, technology transfer, and development over time.
