The Second Step Statement of the Islamic Revolution, as the charter of good governance of the Islamic system, delineates how to govern in order to reach this status. Therefore, the main question of the present research is what the indicators of good governance from the perspective of Ayatollah Khamenei are in the Second Step Statement? Since the theory and theoretical model of governance are rooted in a non-Islamic discourse, exploring the Second Step Statement requires analyzing the three dimensions of ontology, epistemology, and anthropology of Ayatollah Khamenei as the foundations of the theory of good governance from his viewpoint. Examining the aforementioned statement with this same approach and using a documentary analysis method shows that the Supreme Leader's desired good governance is a ground-preparing situation for the emergence and promotion of human's various capacities. Hence, the indicators of this governance encompass three macro fields: cultural-social, political-security, and economic, and the most important of these indicators include elements such as youth-centrism, spirituality-centrism, rationalism, anti-arrogance, revolutionary spirit, courage and sincerity of officials, modernism and jihadist management, religious lifestyle, hope for the future, preservation of the revolution's values, recognizing the enemy, dominance of the discourse of brotherhood and resistance, justice, supervision, simple living, anti-corruption and economic purity, poverty alleviation, and economic independence.
