The most high-priority human need after biological needs is "security". The sense of security is an internal and mental matter that emerges with the presence of various components. National power is the resultant and outcome of economic, military, socio-cultural, political, scientific, and technological powers; one of the essential components that has an undeniable effect on the realization of security and national power is social capital. Social capital is a new, complex, and important concept that is considered today as one of the most important development indicators in any society; meaning that the necessary condition for society's progress is the creation of warm relationships, the expansion of social cohesion, the expansion of social participation, and mutual trust (individual-society-state). Social capital is a factor that can help produce security in society and, by reducing the costs of social control, leads to the strengthening of social solidarity. Therefore, social capital, by securing public trust in government institutions and realizing social participation, leads to national power while providing security. In other words, security founded on public participation enjoys high stability and durability. A feeling that gradually leads to stability and durability, which itself will be the main factor in the country's progress and development and the achievement of national goals and ideals. Accordingly, this paper attempts, using a descriptive-analytical approach, to explain social capital, security, and national power based on public participation, and to present its role in the realization of the second step of the Islamic Revolution.
