The world is constantly changing and undergoing rapid transformations. The most important concern of policymakers and administrators of countries is decision-making regarding defense and security issues. Planning and programming play a key role in achieving success in the competitive arena. If planning is properly formulated, it leads to the selection of strategies that, if executed correctly and in a timely manner, result in the excellence and leadership of the organization. Establishing security, protecting national interests, and comprehensive defense are secured only by strengthening the components of national power, especially military power. This objective cannot be achieved except under the shadow of precise and intelligent planning, programming, and budgeting derived from an accurate understanding of the national and international environment. This research intends, by utilizing existing books and texts, to identify the steps of the military planning, programming, and budgeting process and to address the role of military power and national security in this process.
