Undoubtedly, the most important principle required for the macro-management of cultural institutions is their organization. The first step in organizing cultural institutions is the formulation of foundations, principles, roadmap, and the creation of insight and a shared understanding of the goal. The organization of cultural institutions means coherence of cultural institutions in the form of a cultural system through the modification of roles and functions, transformation in structures, and regulation of relations and interactions between them, in order to increase productivity and reduce functional conflicts. When the country's cultural institutions are viewed in interaction with the country's and the world's economic, political, and social institutions, and the role and duty of each institution in achieving macro cultural goals is specified, the country's comprehensive cultural system is outlined. The purpose of this article is to explain the requirements for organizing mosques in the system of the Islamic Republic of Iran. Using an analytical and descriptive method, this article examines the issues and damages related to the institution of the mosque in three general areas: 1. Various cultural, social, political, and economic domains; 2. Elements, organizations, and institutions related and involved in the administration of the mosque; 3. Religious and cultural institutions and organizations parallel to the mosque. These three areas encompass all issues surrounding the mosque. Based on the presented conceptual model, damages, causes, consequences, and solutions for their removal in this area have been examined, and the requirements for organizing mosques in the Islamic system have been determined.
