The field of foreign policy analysis is one of the most important research areas in political science and international relations, which discusses the explanation of behaviors and foreign orientations of states (as the most fundamental output of any country's foreign policy). In the Islamic Republic of Iran, the role of leadership in foreign policy is special and superior. In this article, we intend to reread "Jihad-e Kabir" as a fundamental strategy in the foreign policy of the Islamic Republic of Iran; a discourse that has not been investigated much so far. The fundamental question presented in this research is why Jihad-e Kabir was raised in foreign policy and what is its identity function on foreign policy? Our hypothesis is structured in such a way that Jihad-e Kabir, as a foreign policy strategy of the Islamic Republic, firstly has a discursive identity that is presented as a counter-discourse against the discourse of infiltration, and secondly, has a sectoral application to the foreign policy of the Islamic Republic at the international system level. The research approach and theoretical framework is the constructivism approach with an emphasis on the identity dimension of this theory. The method employed in the present writing is qualitative analysis (analytical-descriptive) and interpretation of the Supreme Leader's statements.
