Non-active defense (passive defense) includes all planning and measures that result in reducing vulnerabilities and increasing stability and continuity of the activities of the regime's bodies and systems against external threats. It does not require the use of weapons and certainly can be a complement to active defense. Based on Warden’s theory, a country's centers of gravity are considered as a system similar to body organs, such that if any of the centers of gravity are destroyed, the system, structure, and body of the attacked country will be paralyzed and unable to survive. Through passive defense in the public buildings of Tehran city, the country's defensive capability against threats is increased. In this paper, documentary and library methods have been used to collect data, and the paper is of an applied and theoretical type. This article pursues the initial question of how the country's defense capability against threats can be increased through passive defense in public buildings of Tehran city. The exploration and research of passive defense in public buildings encompass passive defense measures in the dimensions of cover, location-selection, fortification and retrofitting, dispersion, and damage control, which include the following objectives:
Reducing the vulnerability of target points and the impact of the enemy's weapon;
Reducing human casualties;
Continuing resistance and raising the country's defensive and military capability, and ultimately achieving victory in a potential war.
