War and conflict have been born with human creation due to the desire for supremacy and achieving greater interests. Insecurity has caused humans, through trial and error, to try to move toward security by entering the process of civilization, enacting laws, and forming various structures and systems. Over time, human societies witness the emergence of security-threatening phenomena with various shapes, dimensions, and scopes, which intelligence-security systems must, while understanding them, pay high costs to counter through planning and coherent policies. One of these phenomena is suicide operations, which individuals undertake with a specific perspective that has been induced and transformed into their inner belief. The existence of international terrorism and, on the other hand, istishhadi (martyrdom-seeking) operations in Islam have confused the boundaries of these types of phenomena, both in the realm of concepts and in the realm of instances (examples). The perspective of the author of this paper, which is based on a conceptualization approach, is to compile the present writing in order to accurately distinguish these concepts, given the existing data, clarification, and reaching the focal point of these phenomena which is rooted in the beliefs of the operational agents.
