One of the fundamental roles that managers undertake in the management process is human resource management, which involves managers’ engagement with the concepts and techniques through which they deal with employees in the exercise of management (Dessler, 1983, p. 3). This fundamental role encompasses managers at every level, including top, middle, and operational management, as well as line and staff managers. All managers deal with individuals as employees and must apply these concepts and techniques within their respective areas of management. Obviously, no manager can be found who does not employ people, provide training to employees, evaluate them, motivate them, or have a plan for providing rewards and compensation to them, and so forth.
Although the extent of these activities may vary according to the level of management and the organizational or staff position of the manager, a line manager may be involved in the recruitment and employment of human resources to a greater or lesser extent than a staff manager. However, in the area of training, in its broad sense, which is directly concerned with human resource development, the line manager deals with employees more than anyone else and devotes considerable time to their training. Line managers also play a decisive and fundamental role in placing employees in appropriate jobs. Therefore, this article examines the role of line managers in employee management, particularly in vocational training and education, that is, human resource development as one of the essential issues under discussion. It then presents and examines methods through which these managers can participate in human resource development.
