Basij Resistance Bases, as the foundation of the pyramid of the organization of the 20-million-member army, the gateway to Basij membership, and the foremost echelon responsible for carrying out the missions and activities of the Basij Resistance Force, are of particular importance. Accordingly, in the Third Development Plan of the Basij Resistance Force, particular attention was devoted to the bases and to a base-centered approach as the first priority of the operational and staff echelons. This approach included the following measures: Defining and developing the organization and functions of the bases.
Determining special financial allowances for Basij Resistance Bases.
Implementing a special equipment-provision plan for the Resistance Bases.
Emphasizing program-oriented management and determining specific plans and budgets for the Resistance Bases.
Implementing the Osveh Plan with the aim of introducing exemplary Resistance Bases and providing models for emulation and replication. Despite the efforts and measures undertaken, it appears that the Resistance Bases require further reflection and greater attention in the aforementioned areas. The present examination considers some of these issues as practical experiences and addresses their theoretical dimensions.
